Senate Bill 210 (Leyva; Chapter 298, Statutes of 2019) directed the California Air Resources Board (CARB) to develop and implement a comprehensive regulation for the inspection and maintenance of heavy-duty vehicles (HD I/M). The Board approved the regulation on December 9, 2021, and it will be gradually implemented starting in January 2023.
The program, titled Clean Truck Check, combines periodic vehicle testing requirements with other emissions monitoring techniques and enhanced enforcement strategies. These measures will help identify vehicles that require emissions-related repairs and ensure that necessary repairs are completed. Once fully implemented, the program is expected to significantly reduce smog-forming and carcinogenic toxic air pollution, which is vital for meeting federal air quality standards and ensuring clean air in California communities.
